UAE Tax Residency Certificate 2026: fees, documents and timing
An individual without a Corporate Tax number pays AED 1,050 for an electronic certificate: AED 50 to submit and AED 1,000 for processing, not refunded on rejection. The FTA estimates 10 business days from a complete application. It cannot cover more than 12 months, or a future period.
The Tax Residency Certificate, or TRC, is the document in which the UAE's Federal Tax Authority, the FTA, states that a person is a tax resident there. It does not create that status: it records it for a given period, based on documents, and the FTA issues it only if satisfied that the criteria are met. The FTA's guide gives the simplest use, a bank asking for evidence of status, and the use that matters most on this site, applying a tax treaty. You apply online on the EmaraTax portal, with a personal account. An individual can apply as soon as the residency conditions are met for the period in question. The example loaded in the counter has two stays within the same 12 months: depending on your total you land on a different route, and so on a different list of documents.
The cost, line by line
The amounts come from the FTA's service page. It requires the fees to be settled in full before you can complete the submission, and says they are not refundable if the application is rejected.
| Item | AED | Worth knowing |
|---|---|---|
| Submission fee | 50 | Due in every case |
| Processing, individual without a Corporate Tax number | 1,000 | Electronic certificate |
| Processing, registrant with a Corporate Tax number | 500 | The number cuts the fee and pre-fills the application |
| Each printed copy | 250 | Delivered within the UAE only, according to the guide |
On this point the FTA's two documents differ. The October 2024 guide describes a submission fee first, then a processing fee paid after approval, within 30 business days. The current service page says to settle everything before completing the application. It adds that its August 2026 service card prevails over the procedures manual until the manual is updated: so we follow the page, and you should assume the AED 1,050 is committed before any decision. The guide says stamping a foreign form is included in these fees, but courier costs are not.
The documents depend on your route to residency
UAE tax residency comes through three routes. The certificate follows the one you rely on, and the shorter your day count, the more evidence of substance the FTA asks for.
| Route | Identity and presence | What else you need |
|---|---|---|
| 183 days or more in 12 months | Emirates ID and resident visa, or passport with an entry and exit report | Nothing more, according to the guide |
| 90 to 182 days in 12 months | The same documents, either option | Proof of a job or business, or of a permanent home: certified tenancy contract, landlord statement, or title deed with a utility bill in your name |
| Primary residence and centre of interests | The same documents, either option | A written statement explaining your interests in the UAE, with support, proof of primary residence, and proof of income if relevant |
The entry and exit report comes from the Federal Authority for Identity and Citizenship or a competent local body. The October 2024 guide and the current service page word these lists with small differences, on the resident visa and Emirates ID for example: again, the service card decides. The FTA may also ask for any other document it considers necessary.
For a treaty or for another use: two different applications
When you apply, the portal asks you to choose between a certificate for a tax treaty and one for another use, and in the first case you name the other country. The sample in the guide's appendix then mentions the treaty and its signature date. The documents differ: an individual gives ID or a passport with a report, proof of residence where relevant, and proof of income. The service page adds that the passport is always required for this type of certificate, and that anything the treaty itself asks for comes on top.
The guide makes a point that is easy to miss: each treaty has its own criteria. If it refers to residence under the laws of the UAE, the criteria of Cabinet Decision No. 85 of 2022 apply, with the documents of the matching route. For France, the exact text is on the France-UAE treaty page, and a UAE certificate does not answer the questions your former country asks.
Some countries also want their own form. The FTA can stamp it: written in English or Arabic, or with an approved translation, it must cover the same 12 months and the same country as the certificate. Allow a further 10 business days in general.
Which period to ask for
For an individual, the tax period is the Gregorian calendar year, but you can apply for another 12-month period. It can be the current year or a past one, never a year that has not started, because the FTA says it cannot certify future residence. Nor can it go over 12 months: several years mean several certificates. So plan the choice around your dates, and this is where the counter helps: it finds your busiest 12 months, which are not always the ones the other authority needs.
After you apply: timing, withdrawal, limits
The FTA generally responds within 10 business days of receiving a complete application, with an approval, a rejection, or a request for more information. In that last case you have 30 business days to reply, with an extension possible through resubmission. A paper copy takes 5 more business days after payment. The certificate is downloaded from the portal and also sent by email.
It covers only the period you chose, and the FTA may withdraw it if it learns that information was wrong or that the facts have changed. It states residence in the UAE and nothing else: it does not prove you have left your former country, and it is no exemption there. Before relying on a treaty, look at dual residency too, since that decides whether this paper is enough. The FTA itself notes that other countries should generally accept it as evidence, without being able to speak for them.
Questions people ask
Is my Emirates ID enough to get a Tax Residency Certificate?
No, not alone on every route. The FTA’s guide pairs the Emirates ID with a resident visa, or accepts a passport with an official entry and exit report. With 90 to 182 days, you also need proof of a job, business or permanent home. A Residence Permit does not automatically make you a tax resident, and the FTA remains free to ask for other documents.
Can I get a UAE residency certificate for next year?
No. The FTA writes that a certificate cannot cover a period that has not started, as it cannot certify that a person will stay resident. An individual can, however, apply for the current year once the conditions are met. If your bank or former country wants something about the future, you will have to wait or show something else: we have not read an official alternative.
What happens if the FTA rejects my certificate application?
You do not get your fees back: the FTA’s service page says they are not refundable on rejection, and it asks for them to be settled before you complete the application. An older guide described paying the processing fee after approval. You may also get a request for more information, with 30 business days to reply. So check your route and your official entry and exit report before you submit.
Does a UAE certificate prove to France that I am no longer French resident?
Not by itself. It states your residence in the UAE for the period shown. France applies its own tests: home, main place of stay, work and centre of economic interests, then the treaty. That treaty has a clause at article 19(2) whose reach is not settled in the documents we read. So keep the evidence of your departure from France as well.
Can the FTA stamp a form from my own country?
Yes. The FTA signs and stamps forms from other countries, in English or Arabic, or translated under UAE rules. The form must cover the same 12 months and the same country as your certificate. The service is included in the processing fee, you pay for the courier, and an electronic return is available on request with no additional fee, according to the guide.
